RESCON joins One Ontario coalition as development partner for province-wide AI-enabled permitting platform

Ontario's leading residential construction association brings industry expertise and housing delivery perspective to permitting modernization initiative.

One Ontario today announced that the Residential Construction Council of Ontario (RESCON) has joined the AI for Housing Coalition as its development partner, strengthening the movement to modernize development approvals through a province-wide AI-enabled permitting platform.

Ontario’s residential construction sector is facing what RESCON has described as one of the most challenging environments ever experienced by homebuilders, purchasers, and renters. In its 2026 Ontario Budget Submission, RESCON points to cumbersome planning approvals, restrictive regulatory policies, and suppressed housing starts as major barriers to delivering the homes Ontario needs.

One Ontario believes a province-wide permitting platform built on standardized processes and shared data can help remove the friction that slows housing delivery. By reducing duplicate work, limiting unnecessary back-and-forth, and creating one coordinated path through approvals, the platform would help projects move forward with greater speed, clarity, and predictability.

The coalition’s long-term vision is a single permitting dashboard that manages the approvals process from start to finish. The platform would identify requirements, prepare and submit applications, coordinate reviews, and track progress through to decision. Rather than navigating multiple systems and agencies, applicants would have one clear, centralized path through approvals.

RESCON has supported the One Ontario initiative since its inception in 2020 and has consistently advocated for modernized approvals, reduced red tape, and practical solutions to improve housing delivery. Representing builders responsible for constructing more than 70% of Ontario’s new homes, RESCON brings industry leadership, policy expertise, government relations experience, and a deep understanding of the approval challenges affecting housing projects across the province.

"The challenges facing housing delivery today cannot be solved by any one organization alone," said Richard Lyall, President and CEO of RESCON. "One Ontario was founded on the belief that permitting modernization requires collaboration across industry, government, research, and technology. RESCON has supported this vision from day one because our members experience the consequences of fragmented approvals every day. A more coordinated approach has the potential to improve predictability, reduce unnecessary delays, and ultimately support the delivery of more housing across Ontario."

As development partner, RESCON will help ensure the coalition remains focused on housing delivery outcomes and the realities faced by builders, developers, and housing providers across Ontario. The organization will provide strategic guidance, industry insight, and advocacy support as the coalition advances its vision for a modernized approvals ecosystem.

According to One Ontario representatives, meaningful permitting modernization requires participation from the organizations most directly affected by approval delays. RESCON brings an essential industry perspective to the coalition and helps ensure the platform remains grounded in the realities of housing delivery. Its involvement strengthens the coalition's ability to build infrastructure that addresses real challenges faced by builders, municipalities, and applicants.

With RESCON joining alongside LandLogic and RCI Lab, the coalition brings together industry, research, technology, and policy expertise to create the infrastructure needed to support faster, more predictable housing delivery across Ontario. One Ontario will continue working with partners across the public and private sectors to advance a shared vision for permitting modernization.
